Corrections and conditions of confinement

Mr. Zisser’s experience includes reviewing jails and prisons, as well as psychiatric hospitals, as an attorney with the Civil Rights Division of the U.S. Department of Justice, as a consultant, and as part of a court monitoring team. He has investigated use of force, sexual abuse, denial of mental health and medical treatment, and protection from violence, suicide, and self-harm.

Police / law enforcement

Mr. Zisser has overseen two independent civilian oversight agencies that review allegations of police misconduct. He has reviewed hundreds of incidents, has responded to the scene of officer-involved shootings, and has negotiated with police chiefs and other officials. He also directly investigated officer-involved shootings and in-custody deaths as an Assistant District Attorney in the specialized Independent Investigations Bureau.
